The A/SMR Cybersecurity and Operational Resilience Summit is pleased to welcome James Beardsley, acting deputy director of the U.S. Nuclear Regulatory Commission’s Division of Physical and Cyber Security, as a keynote speaker. Beardsley brings extensive experience in cybersecurity policy, nuclear security, regulatory oversight and inspection programs. His participation will provide valuable perspective on strengthening cybersecurity and operational resilience as advanced nuclear technologies move toward deployment.

The 2026 A/SMR summit is shaping up to be a premier event, featuring high-level keynote speakers, engaging panel discussions and timely topical breakout sessions focused on the secure deployment of advanced and small modular reactors by embedding cybersecurity and resilience into reactor design, validation, licensing, supply chain and workforce education.

Registration

Registration includes access to keynote sessions, panel discussions and technical presentations, as well as enhanced networking opportunities and on-site activities.

Registration will close for all participants on August 12, 2026. Non-U.S. citizens are required to complete registration by July 3, 2026, to ensure adequate time for any necessary travel documentation and entry requirements.

Nuclear cybersecurity leaders advancing the future of secure reactors

Building on the momentum of past collaboration, INL’s nuclear cybersecurity team convened industry leaders at the A/SMR Cybersecurity and Operational Resilience Summit on Aug. 19, 2025, in Salt Lake City. Participants included organizations such as Berkshire Hathaway Energy, Curtiss-Wright and Hitachi Energy.

The summit helped shape emerging cybersecurity frameworks, tools and best practices to support the secure design, operation and supply chain integrity of advanced and small modular reactors — laying important groundwork for continued progress at the 2026 event.

Keynote Speakers

James Beardsley

acting deputy director of the NRC Office of Nuclear Security and Incident Response’s Division of Physical and Cyber Security

Jim Beardsley is the Chief of the Physical & Cyber Security Licensing Branch in the US Nuclear Regulatory Commission’s (NRC) Division of Physical and Cyber Security Policy, Office of Nuclear Security and Incident Response (NSIR). His responsibilities include the management of cyber security policy, licensing, and oversight for NRC licensees.

In September 2025, Jim returned to the NRC after three years as an international assignee at the International Atomic Energy Agency (IAEA) in Vienna, Austria. At the IAEA, Mr. Beardsley served as the Senior Nuclear Security Officer (Contingency Response), responsible for development and implementation of the IAEA’s nuclear security contingency response assistance and training program.

Prior to his international assignment, Jim served as the Acting Deputy Director of the NRC’s Division of Physical and Cyber Security (DPCP) and as the Chief of the NSIR Cyber Security Branch. In 2022, Mr. Beardsley was awarded the NRC Meritorious Service Award. He is a graduate of the NRC Team Leader Development Program.

Mr. Beardsley joined the NRC in 2004 as a Security Specialist and subsequently was selected to be a Team Leader in the NRC’s Force-on-Force (FoF) inspection program. He was a principal member of the team that reconstituted the FoF program following the 9/11/01 terrorist attacks and led inspections at sites in all four NRC regions during the first and second tri-anneal inspection cycles.

In 2010, Mr. Beardsley transferred to the Office of New Reactors (NRO) as Chief of the Construction Inspection Program Branch. He managed the development of the NRC’s construction inspection program and development of the database tools used to plan, and document construction activity.

Prior to joining the NRC, Mr. Beardsley worked for General Dynamics Electric Boat as a Systems Engineering Specialist and served on active duty as a nuclear-trained officer in the US Navy. He has earned a Bachelor’s Degree in Economics from the University of Rochester and Master’s Degrees in Business Administration and Systems Engineering from George Mason University. In May 2019, Mr. Beardsley retired as a Captain in the US Navy Reserve.

Deidre M. Henderson

Utah Lieutenant Governor

Deidre M. Henderson took office as Utah’s ninth lieutenant governor on January 4, 2021. Prior to being elected lieutenant governor, she served for eight years in the Utah State Senate. Henderson earned a bachelor’s degree in history from Brigham Young University. She and her husband, Gabe, live in Spanish Fork, where they raised their five children. Lt. Governor Henderson has dedicated her time in public office to advancing a limited, accountable, and effective government, promoting civic responsibility, and making elections secure, transparent, and accessible to Utah voters.

Harry Wingo

Senior Vice President, Strategic Initiatives, Circadence
Former Deputy National Cyber Director

Harry Wingo is Senior Vice President at Circadence Corporation and former Deputy National Cyber Director, bringing over 25 years of government and corporate leadership experience — including 15 years focused on information and communications technology law and policy.

Before his career in law and technology, Mr. Wingo served for more than six years as a Navy SEAL officer. He later built an distinguished career spanning the public and private sectors, serving as President and CEO of the D.C. Chamber of Commerce; Senior Policy Counsel at Google; Counsel to the U.S. Senate Committee on Commerce, Science, and Transportation; Special Counsel to the General Counsel of the Federal Communications Commission; and an Associate at Skadden, Arps, Slate, Meagher & Flom.

A recognized voice on national security and emerging technology, Mr. Wingo has taught cyber policy and strategy at the National Defense University and has testified before the U.S. Senate on drone innovation and security. He is a graduate of Yale Law School and the United States Naval Academy.
